(1) After the deadline for submitting proposals, the outer envelope of the proposal received from the proposer should be opened and the sealed envelopes of technical and financial proposals should be separated.
(2) Among the envelopes separated according to sub-section (1), the technical proposal should be opened first and the financial proposal envelope should be kept separately without opening it.
(3) The envelope of the financial proposal separated according to sub-section (2) shall be opened only after evaluating the technical proposal according to section 33.
(4) Other arrangements related to the opening of technical proposals shall be as prescribed.
